Because it’s not a love spell, it’s as stated, one of the worst thing you can do not just to the target, but to yourself - it’s built into the spell, and why anyone would use it is a mystery of how the human mind does weird and self-defeating things when one gets desperate.
You are calling very upset and angry spirit that has died in emotional agony, and is now going to use you, while you are attempting to use it to coerce and override free will. It’s a train-wreck waiting to happen. It’s from hoodoo, which related to voodoo and vodoun were working with the spirits of murderers, victims and very unhappy people is a thing.
Reasons it can fail of the top of my head:

It’s borne of pain and desperation: that’s weak, and weakness of spirit is not great for successful magick. Lusting for results causes a lot of issues here.

Self defense: the Intranquil spirit is not one being, but a TYPE of ghost that is trapped in an agony of want and despair, always dying for it’s lost love - and if you succeed in this spell, you take it’s place when you die. Nobody wants that, so your own system fights getting into a real pact here out of self preservation at the deepest levels.
I see in a quick search the Internet at Large these days has decided to not mention this part for some reason. It’s kind of important.

- Backlash - its a curse, people doing this are usually not students of the occult, have no idea about how to set up protections against magickal attack, or that the target will probably have some and have the high ground being on the defensive, the curse bounces off protections and they are hit with even more sadness and obsession than before. (This is true for all “love” spells)
