According to The Abramelin, Satan (I prefer the pronunciation Shahtan, more like Sh-Ah-T-Ah-N) is a Demon King who serves under Lucifer, the ruling Demon King. This is also what I believe.
As others like @Manosman have mentioned, this means that Shahtan wields a specific “segment” of Lucifer’s power, along with the other two Kings Belial and Leviathan. Under these Kings are eight Dukes, and beneath them many servants.
While I do believe each of these spirits has an independent reality to them, they could also be said to be manifestations of Lucifer himself. They are part of him, in a sense, but they exist separately from him.
Practically speaking, what this means is that you can access a very specific power by working with a servant, a more general power by working with a Duke, and a more fundamental power by working with a King. While it may seem appealing to always work with the Kings, you do not always need that level of force, and a more specific power is often more likely to target precisely what you need.
