I have a question
planetary hour , I must also take into account summer time and winter time ?

Planetary hours are based on sunrise and sunset in your geographical location, not clock hours. Just find out the time of sunrise where you are and enter that into an online astrological calculator to figure out the daylight hours, and enter the hour of sunset to find the evening hours.
