You can perform curses that don’t require the Ritual Release of Hatred by E.A. Not all magick is emotion-based. Calling on entities to help is typical in this case.
Demons of Wrath is probably as good a resource as any. I don’t own it but I have other entity catalog books I would use in a similar vein.

I might add, if you feel doubt about justification or a bit guilty, don’t waste your time. Or, modify the intention to something you can justify to yourself. Otherwise you could well just get in your own way, in an effect similar to Lusting for Results, and nothing much happens, or the person’s own protections are more than enough to negate the curse.
