Yes, unless there was some personal offense that needed to be apologized for. In such a case, the shaman would then advise whoever caused the offense to make the offering. Remember, shamans of the indigenous peoples were community healers and advisors. They offered counsel to anyone who sought their help and would act as an intermediary between the people and the spirits.

@Werb421 Just to follow up as I stumbled on this youtube commentary and it has more lyrics. It also links this kind of myth with pagan rites of sacrificial gods and how these are echoed in the story of Dune. Thought it was an interesting add-on here.
