It could be for multiple reasons, so what you do wants to make sense based on those reasons.
Using divination is a good idea as well as communicating with the entity to find out what’s going on before making a decision.
If you are sensitive to energy you will be able to feel through what is occurring. This is why energy development is helpful.
For example, if it didn’t work because it IS working and hasn’t completed yet, then you are lusting for results, and only needed to be patient.
But, lusting for results is a kind of doubt, and doubt can gunk up magickal workings or wreck them completely, and a divination or sensing will tell you if you broke it.
If it didn’t work because of protections or a lack of a path to manifestation, then the entity did the work and it wasn’t enough or isn’t possible at this time.
If it didn’t work because the intention wasn’t clear or was muddied with too much thought about the current situation, then the entity isn’t to blame, you have to work on technique and clarity of mind.
If the entity doesn’t want to do it, or didn’t get the message, the time to find that out was during the ritual.
To ask it if it will do the work. It’s not ignoring you if you’re having a conversation in ritual. It might be ignoring you, have said no and you didn’t hear, or not even known you did a ritual - best to get contact and confirmation within ritual. You can ask for signs that it heard and agrees if you can’t do automatic writing or clair sentience in ritual.
Always check if the evoked entity is who it says it is as well. Impostors and parasites might say they’ll do it and be unable to.
Basically you need more info. At this point, it’s all good practice to do all these things - divination into the current state and blocks, contact the entity and ask, repeat with another entity.
