Is there a way to charge jewelry so it protects you or gives you abilities or something?
You can charge it with your intent by holding the object in your hand and visualize the energy of your intent going down your arm to your hand into the object. Keep doing so until you have a feeling that its enough

Yes. It depends on wich tradition you are working with and what you seek to do.
There is no one true answer on how or why to do it.
@Deathcrush has the right of it. Keep in mind that you need to check and top the charge off from time to time. Also, be sure to cleanse it prior to charging.

It’s called consecrating the object for certain use. Then you charge it using demon or whatever.
