Is the inner string of words written in elvish from lotr?

Yes, the inner ring is written in elvish and the outer ring in obliv.
The elvish does some-what line up with lord of the rings, and the oblivion “Hell-language” does line up with skyrim oblivion words.
Any why are those used, rather than their real form’s, the elvic being ancient celtic, the obliv being ancient sumerian /nabatean?
Because, the internet and the current generation does associate those languages with those specific pantheons - elven land, and hell,
Subconsciously.
And while some practical mages here may consider those to be invalid, the vast majority who looks at the sigil, just instinctively associates the oblivion hell relms and the Fantasy relms from LOTR to tie in with that sigil.
At the same time, the altered form of script, blocks the mind from just jumping on it, with conclusions like 
But this just says :" xxx" and is such a simple phrase, it can never ever Really hold magical potential.
That aentance is way to simple, and wouldn’t make any sense to carry any power forth here…
As I’ve observed from time to rime with thereon workings.
So yaah, those languages are used deliberately.
