You can do a curse anytime. However, the “New Moon” (also known as the Dark Moon because it is not visible in the sky) is the traditional time for baneful work in witchcraft.

Well curses better on waning moon

I try to find out my target’s name, age, day and year of birth. Casually ask, “oh where were you born?” Plug that info in to an astrolabe site, find out their astrology placements. I tend to write my hexes/curses to activate, peak and end during certain planetary transits or even harness the energy of a mercury or Venus retrograde. Doing that may uproot someone from their job, home or make them fudge an important message or interview. Like @Darkestknight said you can curse anytime. But some planetary transits and motions may help you pack more punch.
