You have to contribute to the community by interacting with other posts and giving likes, etc. It unlocks with activity.

I asked because looking at the different community badges, it said “basic” members were able to send PMs which turns out to be false on this forum. Which rank is able to, in that case?
The admins reset the default levels when this forum converted to Discourse in 2016 so you cannot go by what you will find on a Discourse info site. The system will automatically unlock the ability to message when you reach the activity threshold and you’ll know when it happens because you will be able to see an envelope in your profile. The required trust level is 2.
