He’s not using “underground” anything, unless you think 10k years of Chinese qigong development is “underground”. He explains this clearly in his presentations and his lineage and who he learned from.
What he’s doing is genuine qigong and a probably the only westerner demonstrating this art, at least that I know of. What he has shown is the level of effort it takes for a human to use his qi to change weather qi that much.
