Do angels protect people they know are wicked?

I was thinking about something and I’d like the opinion of people that know more of magick than I do… Often I see people that are awful, just completely awful, make others lives a living hell. People I KNOW, not just heard of. And they not only never pay for anything, but seem to be protected to do so.
