Because love nor lust is something he does. He’s more along the lines of what talked about above.
Also that isn’t necessarily what transformation is about. You’re looking at sex magick and glamour. Maybe even energy work.

Zagan is not for that i suggest you find love spirits to do that,
The Liber De Angelis has a ritual invokoing Zagan at a crossroad for 3 days for love magick.
