I plan to make a sigil based on the following phrase:
(Target’s name) is banned from (event)
Is this a good phrase to use? Or should I tweak it?

That seems fine. It is very clear and you are correct to state the effect in the present tense. It seems a bit dry of emotion, but that part is added with ritual and/or charging.
A two-pronged approach seems like a good idea. Impart your attack toward the target, and also impart having a good time at the event without a trace of the target.
