The wiccan 3fold came from the book written by Gerald Gardner (if I’m not butchering his name). But even his book didn’t say “whatever you do comes back to you 3fold”. It said the equivalent of “if you do a nice thing for a witch, that witch will return the favor 3 times as much. If you give a witch a meal, they will provide you with a meal that is 3 times as plentiful”. So at most its a guideline for proper witch etiquette. Not a karmic law.

As far as the question, Why a Horned God but not demons? Horns in Wicca are associated with nature, the Horned God being the Pan of Wicca if I’m not mistaken. Not really any connection to “demons” there.
