Talismans, really important the moonphase?

Thats it. Is it really important, or just an addition to the symbolic act of charging an object with some kind of force/intention

I mean can you charge a talisman on either to get what you want ignoring the rule of full moon = constructive new moon = destructive workings?

I dont know much about it but i have a feeling most magical objects have certain rules to attend when being done if they are indeed to be functional.
