Can a magician ask a spirit to recommend or introduce him or her to another spirit that can accomplish what he or she desires?

Yes. This is, in fact, usually how it is done in visionary magick, aka pathworking. There is generally a guide, like Raziel or Lucifer, who will take you to other spirits at your request.

Yes a magician working with a patron spirit can easily ask the Patron to introduce him to the desired spirit.
Also another magician familiar with the desired spirit can also introduce the magician to the spirit. Introductory ritual
