What is the best spirit possible to provide information and blueprints on weapons. Not just astral weapons but for physical weapons as well?

Any entity of war be it Gods, Demons, Angels, etc.

Conceivably, yes.

As for other spirits, I agree with @anon48079295 that probably any spirit associated with war could be useful.
