So, yes, you have to open it. This is the same thing as activating it.
This is how all sigils work. You have to follow the tutorial and set your intention to get it to work at all. There are no free rides.
Think about this scenario for a sec: If this sigil was randomly somehow open and spewing energy on people unwittingly who might have only opened this thread out of curiosity, that would violate their free will. We wouldn’t want that, people need to opt in, as it were, and luckily it’s not how these things work.

You can try the instructions on this forum. I’ve read through quite a few and, theoretically speaking, they should all be effective. As for the most basic approach, charging a sigil simply requires:

Having a clear purpose or desire.

Focusing on repeating that intention while observing and giving your full attention to the sigil.
Other details are usually related to enhancing effectiveness. For instance, it is often recommended to charge a sigil for several consecutive days; this is actually to ensure enough energy is channeled into the sigil to manifest your desire. A sigil will still receive energy even if you only focus on it for a few seconds and think of your request for a split second. However, if it isn’t fully charged, its performance will be less effective.
Also, you might have heard about ‘lust of result.’ This is highly discouraged in Chaos Magic, as many people find that lusting after a result causes excessive tension in the mind and subconscious, creating a backlash that hinders the magic. However, from my personal experience, the desire for a result doesn’t necessarily work against the magic. You can turn it into motivation to practice more actively, as long as you don’t just perform magic all day without taking any practical action.
You can try this simple and effective method:
1.Have a clear purpose or desire. Write it down clearly, concisely, and accurately.
2.Focus on repeating that intention while observing and attending to the sigil. Depending on the complexity of your request, typically charging it for at least 3 consecutive days, for 15-20 minutes or more each day, will be enough for the sigil to operate in reality.
3.Visualize your desire as if it has already happened, with naturalness, steady faith, and sincerity. The more trust and detail you put into it, the better (ensure beforehand that you feel deeply focused on the sigil)
Then, the results will come.

Hi. How to use such a sigil for creating lust in someone, or in one self eventually aswell?
Can I do this as someone without really having a lot of experience in doing magic myself?
