Could directing intent towards a targets photograph be effective…100% justified.
It can be, but it is heavily dependent on the strength of the negative force projected, and most people cannot maintain the force required for very long.
This particular technique is generally used as a cumulative hex, meaning that the baleful intent is projected into the picture daily over the course of several days or weeks. It is extremely rare for it to result in death, however, sickness and bad luck can be the result if one’s hate is powerful enough.

How long per session would you say the negative intention should be directed? Perhaps five minutes several times daily.
I don’t want the creature dead just to suffer misery, pestilence and mental terrors etc
Theproblem has been continual for nine years and 100% justified.
Anything else you could suggest to cause misery and disruption within the targets life.

I would do it for as long as you can sustain it rather than for a set time limit. Sit and project your malice into the picture as intensely as you can, and stop when you feel the emotion begin to fade. Then do it again the next day. And the next.
You will know it is effecting the target when looking at the picture itself makes you start to feel nauseous because of the energies it is absorbing.
