Bury an object in a graveyard for a full lunar cycle. Dark mon to dark moon would especially apt.
I’m not sure what you mean by strength of an object based on a lunar cycle. I suppose a magical talisman or such would be stronger at a time congruent to their purpose, if that’s what you mean?
