What people consider ghosts is just non sentient lingering energy, you can’t make an army of useless energy caught in a loop. Eventually that energy fades and becomes ambient energy or someone helps it return to the bulk of the soul that moved on.
In short: ghosts aren’t anything but unconscious residual energy.
