Can I call Halah’thor without making a pact with Azazel?

I did but I asked Azazel if I could call on him first before doing it. Azazel agreed so I called Halah’thor and spoke with him.

You might want to try using the search function as this question has been asked and answered numerous times.

Yes, you can call upon the Nethers without first making a pact with Azazel. I do it all the time, and have never made a pact.
