Is it possible for an evocation to happen if the person performing it is not at the right level of consciousness? That is, does the spirit come and the person does not realize because he is not in the theta state?

Yes. Most of the time, if the one didn’t feel or sense a presence, then it’s usually because of their senses or state of mind, not because the spirit is not “there”. They almost always answer and present once they’re called.
