So, if a spirit is said to cause a disease or effect in the Goetia, can that spirit also do the opposite at the magickian’s request?

An example, Andras sows discord between ppl. Could he also bring them together?

I won’t go into why I had the impression the Goetic demons could also do the opposite…hence, my need to ask or get more opinions on the matter.

Yes, most demons can also do the opposite of their stated specialities, though there are some who cannot due to greater specialisation. Demonic assassins, for example, only kill.
