I was wondering if calling on Belial Mantra “itz Ra-Cha Belial” before my meditations could be useful to improve their effectiveness or if this could have side effects.

It would catch Belial’s attention, if you want to do that his enn, Lirach Tasa Vefa Wehlich Belial is also highly effective.
It might be helpful in general as a breaking of the “laws” that govern altered mental states, best to ask him about that, he may even give you a different mantra or method.

It could also be employed “Belial Lukhoim Saddok”, theoretically to be repeated aloud 7 times, but perhaps only as suggestions.
